The kitan project is a fork of indexmania.org (archive), a project focused on searching the web using tags, and to index information by the users. Now instead of websites, we index anime images instead. Yes, this is a booru, even though it wasn't supposed to copy the idea.
The kitan project aims to achieve democratic moderation by the users, letting the users decide what is OK and what is not OK while staying within the guidelines.
